Hello Air Service and Fly-In Operators,
After 9 months of a tremendous amount of work, NOTO and its partners in
the Coalition of Northern Air Services and Stakeholders have
successfully drawn the attention of the Minister of Transport Canada
regarding the negative impacts of the flight duty time regulations! We
have now been asked to provide recommendations that will alleviate the
challenges for 702/703 aircraft operators.
The recommendations that we are finalizing focus on the following areas:
* Start Times: Allowing flights to commence at 6am and adding
flexibility to the hourly reporting mechanism.
* Flight Segments: clearly define segments and adjust to allow for
northern and remote operations.
* Maximum Flight Duty Periods: 13 hour day maximum in a seven
consecutive day period.
* Ongoing Consultation Advisory Group: with a focus on continual
improvements on safety while reducing regulatory burden.
* We will also be addressing the NOI process.

We know based on consultations with air services across Canada that
these are the areas that have impacted you the most. This work costs
